The CIWM and ISB Global conducted a research project in Spring 2022 to gain a better understanding of software perception and usage in the UK waste industry. The project commenced with a comprehensive questionnaire, followed by a focus group presentation in November 2022 to gather more insights. The preliminary analysis was then compiled and presented in a webinar to a different audience sample to verify responses, mitigate bias, and ensure impartiality.

Currently, Phase 3 is in progress, and the information collected from Phases 1 (questionnaire and focus group) and 2 (webinar) will be used to create a report that details the results of the research. We have shared some of the research findings and provided an overview of the UK sector’s productivity.

United Nations Intergovernmental Negotiating Committee on Plastics Pollution (INC-2)

The second session of the Intergovernmental Negotiating Committee to develop an international legally binding instrument on plastic pollution, including in the marine environment (INC-2) took place from 29 May to 2 June 2023 at the United Nations Educational, Scientific and Cultural Organization (UNESCO) Headquarters in Paris, France.

The objective is to create a legally binding agreement by 2024 between countries on the design, production and disposal of plastic. A draft report is to be completed and one day meeting arranged before INC-3, many countries participating have now commented that there is now even less time to act.

The EU Drives Further Advances in the Packaging & Packaging Waste Directive (PPWD)

As part of the EU’s Green New Deal and Circular Economy Action Plan the EU is setting ambitious targets around the recycling or reuse of all packing in Legislation rather than a Directive by 2030. This will focus on increasing levels of packing recyclability, reusing packing, size of packaging (vs. contents) and the uptake of recycled content.

East and West Coast States Drive Extended Producer Responsibility (EPR) and Bottle Bill Enhancements Legislation

Progressive States – Maryland, Oregon, Washington and Maine are signing bills into law. Maryland’s law calls for a statewide recycling needs assessment that could later pave the way for an EPR for packaging program, while Oregon’s new law bans polystyrene foam food containers. Washington’s governor approved a law creating an EPR program for batteries, and Maine’s approved an emergency bottle bill handling fee increase. Meanwhile, Vermont’s Senate passed a bottle bill expansion.

Just 9 Member States on Track to Accomplish Recycling Targets

The EEA briefing on assessing progress towards EU waste recycling targets shows that 9 Member States — Austria, Belgium, Czechia, Denmark, Germany, Italy, Luxembourg, the Netherlands and Slovenia — are currently on track to meet the main recycling targets for municipal waste and packaging waste for 2025 while 18 are at risk of missing one or more of them.
